That's not entirely true. There are cars that will pass with the CEL on, but it cannot be from an engine or safety system.
Also, don't just get a scanner and clear the codes because the readiness monitors will not show ready soon enough. They require a certain amount of drive cycles before they show ready. This is dependent on vehicle.
