So wrong. Not how it works.

Car enthusiasts are allowed to do whatever they want on private property. Race tracks are not a public right, the taxpayers have no obligation to buy one for local car enthusiasts. The law says no street racing, therefore, no street racing. If people dont have the money to go to the track, that doesnt allow them to do it on public roads.
