If I was Travis, I would assume the dyno is fucked, pressure test the entire car, get a WB02, fix anything else busted, and go to a different tuner and a different dyno. This isn't rocket science. It's a near stock car with boost for air and plenty of fuel. Your car IS going to make power and it probably is now but the dyno you went to was f0ked.

The tuner had nothing to do with it. John is an amazing tuner, is a software developer by trait, and has been tuning cars professionally for 11 years. JESTR is a well respected company in several circles. So I would kindly request he to be left out of your equation. So far as pressure testing I know he's getting that done within the next week. And I concur on the necessity of a good wbo2 which I think he is/has buying/bought so we can finish his tune once the leak(s) are fixed. IMP dyno FTL also.

I think I should clarify what I meant. I am not familiar with that tuner to say anything other than he went to a dyno to tune that required him to say you need a 55% correction rate.. I'd walk out right then and there. However, my point is tuning is tuning. You can find someone good where you don't have to drive across multiple states. That's what I meant.

I'm going to be surprised if it does turn out to be a leak only because there is such a small distance between the turbo to intercooler to throttle body.
Have you removed your uppipe or exhaust manifold for any reason?
Even if it was a leak in the manifold/uppipe area it would be pretty obvious because it would sound like shit and unless it was a huge leak (which would be even more obvious because of how loud it would be) you still should be able to reach the desired boost level, it would just spool up much slower because you are losing air and it may cause it to be "fluttery" when trying to hold the desired boost levels.. *this is what was happening to me last summer because my other uppipe was leaking*
Well, either way I'll be interested to see what ended up causing it not to be able to boost higher than 16psi because I personally have never heard of this happening considering the mods you have.
Do you happen to know if your wastegate was ported by the previous owner?
If so, it could've been over-ported and now it's allowing too much air to escape.. if so that would suck because that basically means new turbo time *unless you were planning on an upgrade anyway haha
Good luck, man.

well... my worst fears are pretty much confirmed... i just got on the highway to come home from an interview in queensbury and the boost spiked, hit 22psi, check engine light came on and cruise control light started flashing... then the turbo started hissing/screeching/clanging.... i believe now that i had a bad turbo all along. im now looking for something to replace it with thats fairly inexpensive but still somewhat of an upgrade. i found a fully ported vf30 for sale on nasioc for $400.. not sure if i should go that route or what, but i need something soon... my baby sounds like shes gunna die. in closing FUUUUUUUUUCK!!!

Ahhhh. There's an interface between the car's ECU and the turbo!?!?
What was the CEL? WTF!? Pull the IC line off and look at the fins and check for shaft play. Any smoke or anything out the tail pipe?

no smoke out tailpipe. no idea what CEL was yet..car is still hot to the touch so im not able to pull the IC hose off yet. yes my boost is controlled via an electronic boost control solenoid.

Not what I meant. Does the ECU report if the turbo has damage or is there some other damage? I never heard of a call reporting a CEL due to turbo damage. That CEL will tell all. Bring it to Advanced Auto unless you have a scanner.

my guess would be an overboost/ boost spike... seeing as it was normally boosting to ~16.5 psi and it went to almost 24

I hope so. If the car runs fine, you are probably ok. When I hear overboost and CEL, then I think broken shit.

the engine seems to be running ok with the one huge exception being the noisy hairdryer by the pass front firewall.
