I'd find a way to eliminate the rust and possibly seal the terminals from exposure in the future. I'd think Naval jelly would work, then something simple like battery terminal grease to keep them rust free? Either that or you could coat them in some sort of rubberized insulating epoxy on the outside. That's the route I'd go. THey're only going to get worse, being exposed to all the salt and road grime down there. Maybe just find a plastic project enclosure from radioshack, to seal the whole box in? A wire brush should get them pretty clean, naval jelly would work to get any last remnants also.
Once clean you could paint the terminals with either a regular high-zinc rust stop paint, or something like por-15. Alternatively sealing them with silicone would work too. What you're looking to do is seal them so that they're protected from air and moisture.
My biggest concern would be that there is a direct line of sight to the tires, which means that they are most likely vulnerable to rocks etc being kicked up. You might want to look at an alternative location, or some means of protecting them.
don't worrie bout it, mine had slight rust when i got them from drew and all i did was wrap the boxes with electrical tape (drew said he seems them short out thru the box on the chassie) besies that they have small rust on the same spot but i have never had a problem with mine EVER!
