It does, but it is still pretty much the standard that stuff should be designed for since most people still use it.

actually IE is the one that doesn't follow the standards... firefox, safari 3.0, mozilla, opera and a few others do

By standards, I did not mean design standards, I meant that IE still has MANY more users than all the other browswers combined. So if it looks like crap in IE, even though it may be proper design, its gonna tick off a lot of users.
