All around the red ink your skin is noticeably more red than around the black ink I wonder if thats a reaction?

no. that pic was taken right after it was finished. the red was done last. thats y its red EVERYWHERE.

Itchy means healing DON'T SCRATCH!!!!!!!!!!!!!!!!!
Cool water helps relieve the itching, at least it did for me. I got something done on my foot and I was literally jumping up and down to prevent my self from itching it, than someone suggest running water over it and it was the best feeling in the world!

Not when the tattoo is healed already
 In fact, you only need to put A&D or Aquaphor on a tattoo for the first 3 or 4 days, to act as a second skin. After that the scab is formed and then you really are just conditioning the skin. I personally use CVS Cocoa Butter, but any moisturizing lotion is good. But red definitely can cause a reaction, which will itch like a mofo well after the tattoo is healed.
