vtech is a phone. vtec is in your honda.
the head isn't worth it, and unless you plan on spending way too much money for a motor that is either still slow(probably) or very not driveable (you talked to the right people, paid them lots, and run in a very restrictive nhra class), internals on the d aren't really the best idea. if you want a little power and a loud car, go the i-h-e route. ifyou want more for not so much money, research some low(6- eight) psi turbo (yes i said it) kits or a j-r supercharger.
or be smart, and swap in a b-series. a cable b16 (for your ef, cause it needs a cable tranny or an adapter to use a cable on a hydro tranny) can be had for around 1200 from a reputable shop like hmotors - talk to steve- and can be built with much better gains.
in short-
don't try to make na power with the d unless you are classed that way. i don't care what anyone says otherwise.
swap in a b-series if you want more power
low-boost turbos and superchargers are cheaper than n/a builds
this was all really fast and i'm tired. feel free to ask more questions or try to tell me why i'm wrong.
EDIT- JUST USE THIS-> http://www.honda-tech.com/zerosearch

if you are planning on a swap, and cash and time aren't problems, then i'd do it asap (winter is coming...) and try to get some money out of your now-running d. take a quick video of it running, pull it, and throw it on ebay. a couple hundred bucks is better than throwing it away.
yer also going to need some other things: mounts, shift linkage, 93 'teg throttle cable, axles, radiator hoses, appropriate ecu and wiring mods... go to a well-stocked site like honda-tech and search. swapping a honda is just a matter of following instructions at this point.
to the blow it up argument, i've been driving the d in my 1st crx like i stole it since i was 16 (8 yrs), and it won't even hint at burning oil (knocks wood).
it would be stupid to invest money in a turbo kit on a worn d (or any worn motor for that matter).

i agree.... but whatever cash is a problem cause i ahve lawyers and shit but whatever.... turbo kits i think for my car are pointless becuase im gonna drop a grand on a full used turbo kit with manifold and everything and only run 8 - 10 psi thats not gonna do very much in my mind

8-10 psi is gonna do a lot, especially with a high compression ratio, don't know much about honda's, but a well tuned impreza 2.5rs will go from 121 whp ~125 ftlb to 195 whp 235 ftlb running 10 psi with a 10:1 compression ratio
but i agree that doing it with an older motor isn't a good idea as well
